DO I NEED TO CUT AWAY THE WEEDING FABRIC FROM THE BASE OF MY PLANTS?

Yes. Depending on if you mean woody plants like trees or shrubs or herbaceous plants like perennials and annuals the fabric should not touch the bark or stem of a plant. Giving open space around the plant's roots allow better air exchange. I would suggest you remove the fabric at least as wide as the drip line of the plant for  shrubs and trees and a few inches in all directions for smaller plants like flowers and vegetables.
